ROOTED IN BURBANK
PROFESSIONAL EXPERIENCE
EARLY CAREER
During the past 30 years, Judie has worked with the City of Burbank, holding various key management positions, including an elected post. She started with Burbank in 1989 as a Management Intern and later served in the capacity of an Administrative Analyst working in the Community Development Department, Management Services Department, and City Manager's Office performing a wide variety of administrative functions.
LEADERSHIP ROLES
From 1995 to 1997 Judie was the Deputy City Clerk until she was twice elected to City Clerk in 1997 and 2001. Following her time as City Clerk she served as the Deputy Financial Services Director overseeing the City's budget and purchasing function and subsequently in 2003 was appointed the Management Services Director where she served as the Chief Labor Negotiator and oversaw all human resources and risk management functions.

In 2012 Judie was named Park, Recreation and Community Services Director. In this position she oversaw four Divisions: Administration, Landscape and Forestry Services, Recreation Services and Community Services with a $19.5 million budget. In 2019 she was appointed the Assistant City Manager.

In 2019 she was appointed the Assistant City Manager where she served until her retirement in December 2023.
EDUCATION
Judie moved to Burbank when she was three and is a product of Burbank public schools. She attended Horace Mann Elementary, John Muir Junior High and graduated from Burbank High School in 1986.
In 1990, she graduated from California State University Long Beach with a Bachelor's degree in Political Science with an Option in Public Administration. She also received her Master's in Organizational Leadership from Woodbury University in 2012.
PERSONAL LIFE AND COMMITMENT TO INVOLVEMENT
Judie is the daughter of Larry and Sue Stamper. She is married to Tom, and they have four children: Zach (married to Megan), Ashley (engaged to Jacob), Nick, and Sarah. Judie is also a grandmother to Logan and will welcome another granddaughter, Sloane, in November.

Judie has previously served on the Board of Directors for the Burbank Community YMCA, Burbank Priority in Education, and Leadership Burbank. She was also a member of the Burbank National Charity League, the Burbank PTA Council, the Zonta Club of Burbank, and the Burbank Noon Kiwanis Club.​
Currently, Judie serves on the Providence Health & Services Valley Service Area Community Ministry Board and chairs the Mission Committee.

I absolutely love our city and I spent 32 years as a City employee listening, learning and acting in the best interest of our overall community. My experience as a City employee and my knowledge of the processes and issues facing our community will allow me to hit the ground running the first day on the job!
Burbank City Council member is and always has been a non-partisan position. I want Burbank to know that although I have been a registered Democrat since I was 18 years old, I will not be seeking any endorsements from any political party. Instead I pledge my allegiance and loyalty to Burbank and only to Burbank.! My agenda is simple: to selflessly work hard with each of you to
always put Burbank first!
I do not have a personal agenda, nor do I have any desire to run for higher office. I am running for Burbank City Council because I believe we need people in this leadership role who genuinely care about Burbank and who will have the knowledge and courage to find solutions and take the necessary actions that will ensure Burbank continues to be seen as one of the best cities in California.
